This Law prescribes the type of persons who have the right to receive assistance in solving tenancy disputes as well as the procedures by which the assistance is provided to the tenants.

It encompases the following types of assistance (according to Article 3):

rent of local government-owned or leased residential spaces;
renting out a social apartment;
provision with temporary residential space;
assistance in exchanging a rented residential space for other rentable residential space;
allocation of allowance to cover payment for residential tenancy and payment for services associated with usage of the residential space;
allocation of a one-time allowance for renovation of a residential space or residential house;
allocation of a one-time allowance for vacation of a residential space;
renovation of a residential space;
assistance in purchase or construction of a residential space;
assistance in the renovation and restoration of residential housing.

Article 4 states that assistance should be provided by the local government in the administrative territory of which the relevant person has declared the place of his or her residence.
